Tournament Rules

FIFA Laws of the Game apply as supplemented by the following listed modifications:

Check-in
All teams must check in at least two hours prior to their first game. The tournament director may require each player and coach to be present at the credentials check.
The credentials of the team consist of [1] the state organization's permission to travel, [2] a roster listing the full name, birthday, and uniform number(s) of each player and the full name of each coach and the manager (The roster must be signed by a clubs official registrar), and [3] the credentials of the individual participants of the team. The credentials of the team are subject to inspection and copying at any time immediately upon the demand of the tournament director.
The credentials of the individual participants (players, coaches, and manager) consist of a current, laminated USYSA, US Club Soccer, or AYSO player pass, including photo and registrar signature.

Refunds
Refunds will not be granted for any reason once the tournament draw is posted. Refunds may be granted at the direction of the tournament director prior to that.

Rosters
Roster changes cannot be made following check-in.
Six guest players may be used to complete a roster of 18 players. Each player must have a valid USYSA, AYSO player pass or US Club Soccer player pass and be of proper age.
U10 rosters will consist of no more than 14 players.

Age Groups
All age groups (except U-19) are based on player age as of August 1, 2008.

Game Ball:
U-10 through U-12 uses size 4. U-13 through U-19- uses size 5.

Length of Games
U-11 through U-12 will play two 30-minute halves.
U14 through U19 will play two 35-minute halves
Half time for all games is five minutes
In any Semi-final or Final game, the winner of a game that ends in a draw will be decided by the tie-breaker procedure of FIFA penalty kicks.

Player Equipment / Uniforms
Each team must have two sets of numbered jerseys. The team listed first is designated as the home team and must change in the event of color conflict.
Safety comes first. The referee is in charge of all safety issues and his decisions are final.

Number of Players
Each team must have a minimum of seven players on the field. A team that does not have seven players ready within ten minutes after scheduled kickoff time, or which falls below seven players on the field at any time during the game, will forfeit the game, resulting with a score of 3-0 to the opposition. The tournament director may prohibit a team that has forfeited a game from further participation in the tournament.

Substitutions
Either team may substitute, with the permission of the referee, an unlimited number of players on any dead ball. There will be no limit on the number of times a player may re-enter the game.
If a U-16 through U-19 bracket includes teams from outside the United States, teams will be permitted a total of three substitutions in the game. There will be no player re-entry in such a bracket.

Coach and Bench Personnel / Spectators
All coaches and other bench personnel must remain within the technical area during the game. Although the technical area may not be marked, this is understood to extend no more than five yards beyond the benches in either direction and no closer than three yards to the field. Team head coaches are also responsible for the conduct of their players, bench personnel and spectators.
All spectators must position themselves on the opposite side of the field, at least two yards behind the touchline, and at least 18 yards from the goal lines. The tournament director/cup coordinator may require spectators to relocate to avoid interference with play or with game officials.

Dissent (by word or action)
Offensive, insulting or abusive language, or other threatening or insulting words or gestures by a coach, player, or spectator directed toward another player, opponent, game official, or spectator will not be tolerated under any circumstances.
The coach is responsible for the misconduct of the team's coaches, managers, players, and spectators whether or not the coach has participated in or encouraged the misconduct.

Misconduct
Fair Play Please!
Warning: The minimum punishment for a player who is sent off and for a coach who is cautioned or ejected is suspension for one game after the game in which the misconduct occurs. A player who is sent off because of serious foul play may be disqualified from all further play during the tournament. Any player, coach, or manager who is sent off or ejected because of violent conduct will be disqualified from all further play in the tournament. A player, coach, or spectator who assaults or threatens a game official is subject to more severe penalties.
A coach who is ejected from a game must leave the premises immediately and without dissent. The failure to do so may result in additional punishment for the coach and/or the team. A coach who is ejected from a game will be suspended from other tournament matches. Another coach, the manager, or another responsible adult may then coach the team for the remainder of the game, but if no such person is available the game will be terminated and the team will forfeit the game with a score of 3-0 to the opposition.
The team of which a player, coach, or manager is sent off for serious foul play, violent conduct, or offensive, abusive, threatening, or insulting words or actions may be further punished by the loss of points in the preliminary round or by forfeiture of a semi-final or final game.

Tournament Progression (U-10 through U-14)
In round robin play, a team will receive three points for a win and one for a tie. If two or more teams are tied on points after round robin play, the following tie-breakers will be used:
1. Head to head play (only if two teams are tied)
2. Best total goal differential (up to + or – 3 goals per game)
3. Fewest yellow and red card points received. A yellow card is one point and a red card is two points. If a player receives a red card for having received a second yellow card, the team receives two points.
4. Fewest goals allowed.
5. FIFA penalty kicks.
6. Coin toss conducted by tournament director. Team representatives may or may not be present at option of the tournament director.

Protests and Appeals
The Laws of the Game state that the decision of the referee on points of fact is final as far as the outcome of the game is concerned.

Non-referee decisions will be handled by the tournament director.
All decisions of the tournament director are final and may not be appealed. The tournament director may delegate his rights and duties to designated representatives. In such event, the actions of a designated representative may be appealed to the tournament director.
The tournament director reserves the right to suspend and reschedule games and to alter the duration of games due to unforeseen circumstances such as inclement weather, fields, etc.

Athletic Trainers
There will be a trainer available at a central position at the tournament site.
